10 Tokyo Hotels Under ¥17,000 a Night, Breakfast Included — Every Price Is What We Actually Paid

Tokyo is cheaper to sleep in than you think

In Tokyo you do not spend much time in the hotel. You are out from breakfast until the last train, and the room is where you shower, charge your phone and sleep. So people rarely ask us which hotel is the nicest. They ask where they can stay that is clean, safe and near a train, and still leaves money for shopping.

If you have been searching, you have probably seen two kinds of answers. Lists of “best hotels in Tokyo” that start at ¥40,000. And lists of “cheap hotels in Tokyo” written by people who never stayed in them, with prices copied from a booking site on some random day.

This one is different in one way only: we have the receipts. My husband travels to Tokyo for work almost every month, and he books his own hotel on Agoda. Over the past year that added up to 35 nights. I asked him for every confirmation email, and this is the list.

Why our prices are worth more than a screenshot

Hotel prices in Tokyo move every day. The number you see on a booking site today is not what you will pay in March. What does not change much is the range a hotel sits in. We have ten stays from November to August, and all of them landed in the same ¥2,000 window. That tells you more than a single screenshot about what a decent weekday business-hotel room with breakfast costs in Tokyo right now.

Three things to keep in mind as you read:

• These are weekday, one-adult prices. Friday and Saturday nights run higher, sometimes a lot higher. Two adults in a double usually adds ¥2,000–5,000.
• Booked 1–3 weeks ahead, mostly. Not last-minute, not six months out.
• Tax and service are included. The only extra is Tokyo’s accommodation tax, paid at check-in: ¥100 per person per night for rooms ¥10,000–14,999, ¥200 for ¥15,000 and up.

All include breakfast. Super Hotel Shinagawa-Shimbamba included dinner as well. The two Super Hotels were booked on Rakuten Travel; the rest on Agoda.

Two more stays did not have breakfast, so they are not in the ranking, but the prices are still useful: Tabist Ginza (semi-double, Wed 1 Apr, ¥14,751) and APA Shinagawa Sengakuji without breakfast (2 nights from Tue 16 Dec 2025, ¥15,578 a night).

Pick by what you are doing in Tokyo

Flying in and out of Haneda → Kamata or Sengakuji

Four of the ten are in Kamata, and that is on purpose. Kamata is the last big station before Haneda on the Keikyu line, so you can land, be in your room within about 20 minutes, and still get into central Tokyo in 15–20 minutes the next morning. It is an ordinary neighbourhood with izakaya, a shopping arcade and late-night ramen, not an airport area.

• HOTEL AMANEK Kamata Ekimae: ¥14,896 (Jul) / ¥16,661 (Aug). Our cheapest breakfast-included stay of the year, and the one he keeps going back to. The price difference between the two visits came from the season, not the room.
• Tokyu Stay Kamata: ¥16,083. The twin room is a little larger than the others on this list, so it works if you are staying for a few days.
• Super Hotel Tokyo JR Kamata Nishiguchi: ¥16,150. Super Hotel is a Japanese chain known for its free breakfast. Good first-timer pick.
• Urvest Hotel Kamata: ¥16,291. Newer, smaller, quieter.
• APA Hotel Shinagawa Sengakuji Eki-mae: ¥16,536. Sengakuji is one stop from Shinagawa and on the Keikyu line straight to Haneda. APA rooms are compact and efficient, not spacious.

Shinkansen to Kyoto or Osaka → Shinagawa

• Shinagawa Prince Hotel: ¥16,022 a night. We did not expect this one. It is a huge hotel right across from Shinagawa Station, with the Shinkansen on one side and the Haneda train on the other. For a weekday at this price, it was the best “proper hotel” value we found.
• Super Hotel Shinagawa-Shimbamba: ¥16,100 a night with dinner and breakfast. Shimbamba is two stops down the Keikyu line from Shinagawa. The listed price was ¥17,500 a night; we paid ¥16,100 after a Rakuten Travel coupon.

Going on to Osaka, Kobe or Nara? We did the same for Kansai: seven Kansai hotels we actually paid ¥10,533–15,744 a night for, from the same receipts.

Skyliner to Narita, or Ueno and Yanaka on foot → Nippori

• APA Hotel TKP Nippori Ekimae: ¥15,433 a night. Nippori is where the Keisei Skyliner to Narita starts, and Yanaka (the old, low-rise Tokyo you see in photos) is a ten-minute walk. He has stayed here twice (2 nights in April and 4 nights in November) and both times it was ¥15,400–16,300 a night.

Nightlife and museums → Roppongi

• APA Hotel & Resort Roppongi Ekihigashi: ¥15,532 a night (Feb). We also stayed here as a couple on a Saturday in July: ¥33,470 for two nights, two adults, no breakfast, so ¥16,735 a night. It is our best comparison of weekday against weekend, and one person against two, at the same hotel.

Just a good, quiet room → Omori

• HOTEL MYSTAYS PREMIER Omori: ¥14,931. Second-cheapest on the list, and the most comfortable room of the two under ¥15,000. Omori is on the Keihin-Tohoku line, about 10 minutes from Shinagawa. There is nothing touristy nearby, which is why it is cheap.

Bonus: one night in Yokohama at the same price (with photos)

If your trip is Tokyo plus a day or two in Yokohama, this is the one hotel on this list we have proper photos of, because I asked my husband to take them.

• Citadines Harbour Front Yokohama: ¥16,184, Studio Double, breakfast, Mon 3 Aug 2026. Citadines is an apartment-hotel brand, so the room has a small kitchen: sink, induction hob, kettle and a proper fridge. The shared lounge on the ground floor has a free coffee machine that he used more than the kitchen. Breakfast is a buffet in the same lounge.

At ¥16,000 in Tokyo you get a bed and a bathroom. Here you also get a kitchen, so you can eat a convenience-store dinner off a plate at a table, and drink coffee that is not from a vending machine.

Notes from a local

• “Business hotel” is not a warning. In Japan it means a compact, very clean room with what you need and little else. The bed will be firm and the bathroom will be a moulded unit. Most people are surprised by how clean it is.
• Breakfast is usually a buffet, and usually Japanese. Rice, miso soup, grilled fish, pickles, eggs, plus toast and coffee. If you are not a morning-fish person, it is still worth it for the coffee and the fact that it is included.
• Single rooms are single. A “Single” at APA or Super Hotel is one person, one bed, and a suitcase on the floor takes most of the free space. If there are two of you, book the double or twin and expect the price to move.
• The price gap between the cheapest and priciest here is ¥1,800. At this level, choose by the station, not by price.
• We are not being paid to say any of this. We only write about hotels we stayed at, and the prices are what we paid.

FAQ

Are these prices still valid?
No hotel price in Tokyo is “valid” for long. What these tell you is the range these hotels sat in through 2025–26 on weekdays. If you search and see a number far above this, you are probably looking at a weekend, a holiday, or a sold-out week.

Is Kamata safe? Is it too far out?
It is safe, ordinary and lived-in. To Shinagawa is about 10 minutes by JR, to Tokyo Station about 25. The trade-off is that you will always be taking a train somewhere.

Do I need to pay the accommodation tax separately?
Yes. It is not in the Agoda price. ¥100 or ¥200 per person per night, paid at the hotel.

Which one would you book for a first trip?
Shinagawa Prince if you want to feel like you are somewhere. AMANEK Kamata if you want to spend the difference on food.
